This is the Twinkling Star Skirt designed and sold by ThinkGeek ($60, previously: their glow-in-the-dark version). It has over 45-feet of wired LED lights (over 250 lights total) in between the top see-thru constellation layer and middle white gauze layer to ensure you're the belle of the spaceball (there's also a white liner layer so nobody can see your underwear). The lights are powered by a 3-AAA battery box and can be set to on, off, or twinkle. Obviously, twinkling is where it's at since they're stars. Feeling frisky?
